I am not sure if they are "common" on any Cape May Cty beach as the Brown Pelicans we see are mostly young non-breeding birds wandering. One place which seems to be a semi-regular gathering spot is "Champaign Island" in Hereford Inlet b/t Stone Harbor Point and North Wildwood. Look early in the day before the jet-skiers arrive.
