You were accosted by the beach fee girls. There is a fee to use many beaches in N.J. It helps the towns to pay for lifeguards, beach clean up and the like. Seems fair to me that a user fee is levied. Go before 9am or after 5pm and there's no one to collect the tariff. Better nature viewing and no crowds is another reason. Have fun.
